Trump will speak at the Sept. 11 memorial ceremony at the War Department headquarters Arlington, Virginia, pivoting from his initial plan to head to Manhattan partially because he wanted to give a speech for the 25th anniversary of the terrorist attacks. “As a proud New Yorker, President Trump has spoken about his own experiences watching the horrific events of September 11, 2001," White House deputy press secretary Anna Kelly said in a statement to the Washington Examiner. The Los Angeles sheriff's department said 38-year-old Jeanine John Taele was arrested the first weekend in August after he was spotted walking throughout the club's grounds taking photographs and videos and appearing to monitor security-planning activities. Los Angeles sheriff's deputies noted that Taele was armed and recovered a 16-round magazine containing hollow point ammunition from his pants pocket during his arrest. They also searched his vehicle, which uncovered a loaded pistol with a round chambered, along with an additional loaded magazine containing hollow point ammunition. Los Angeles County Judge John Lonergan Jr., suspended the criminal case against Taele on Wednesday and sent him to mental health court in Hollywood based on statements he made in a pretrial evaluation indicating he wasn’t mentally fit to stand trial. Man Arrested After Police Find Guillotine In His Pickup Truck Near U.S. Capitol (Just the News) — U.S. Capitol Police on Tuesday arrested a man they say was hauling around a guillotine in the bed of his pickup truck. Philan-Tam-Duy Le of Julian, California, was arrested on suspicion of “carrying a dangerous weapon” and being in possession of the guillotine, Capitol Police said. Officers noticed a pickup truck illegally parked just after 3 p.m., when they spotted the execution device in the bed of the vehicle. Investigators are going through Le's background to learn more about why he drove from California to Washington, D.C. An Instagram account appearing to belong to Le featured a video of a man with the guillotine outside FBI headquarters in Washington, D.C., NBC News reported. “Outside the FBI building, just eating some cheese pizza,” a man says in the video. The video had a caption that read, "Guillotine adventures" and said "Capital hill next." ICE Grants $16.7 Million Contract To Buy Thousands Of Electric Shock Gloves (CBS News) — U.S. Immigration and Customs Enforcement has granted a $16.7 million no-bid contract for 6,000 gloves that can deliver electric shocks, a new use-of-force tool that the agency claims will help officers control resisting detainees and avoid using more serious or lethal weapons. Dubbed the G.L.O.V.E., or Generated Low Output Voltage Emitter, the device operates as a conventional patrol glove until an officer activates its "electrical mode." Once activated, the device must make direct contact with a person's skin to deliver a painful shock designed to force compliance. In contract paperwork released on a federal database Thursday, ICE describes the gloves as "conductive distraction and de-escalation devices," and says the new technology will offer personnel a lower-impact option during arrests, detainee transports and disturbances surrounding detention facilities. According to the agency's procurement rationale, the gloves may be used when a person is "actively or passively resisting" and an officer needs to gain control quickly.
